QUALIFICATIONS

 

 

  • Twelve (12) years consulting experience with technical and regulatory aspects of Pretreatment, Stormwater and Hazardous Waste Issues
  • Four (4) years enforcement experience with Local Pretreatment Control Authority (SAWS)
  • Broad ancillary experience with other environmental, energy and natural resource issues
  • Graduate degree in Natural Resources
  • Undergraduate degree in Chemistry (included major portion of Chemical engineering curriculum)
  • Additional graduate coursework (18 hr) in Hydrogeology
  • Excellent ability to find where the "bones" are buried through effective Internet searches, and through research in major University libraries (will never go out of style, even with the Internet)

EXPERIENCE

 

1993-Present

Consultant with Synergistic Environmental Systems (SES)

 

  • Prepared and submitted to SAWS, EPA and TNRCC/TCEQ various reports and Plans (ie, Slug Prevention Plans, Semi-annual Self-Monitoring Reports, Permit Applications) required by Clean Water Act Pretreatment Regulations
  • Developed, for clients, Waste Minimization Plans as required under the Waste Reduction Policy Act (WRPA)
  • Developed Slug Prevention Plans with a view toward using them as effective pollution prevention tools in preventing ANY kind of Effluent Violation (ie, not confined exclusively to Slug Discharges)
  • Conducted special treatability evaluations for clients’ industrial discharges and other wastestreams, and developed alternative waste management strategies
  • Developed and implemented Stormwater Pollution Prevention Plans for numerous clients in San Antonio and Central and South Texas
  • Conducted water and energy conservation audit for client facility

 

 

1989-93

Environmental Compliance Monitor (ECM) with San Antonio Water System (SAWS)

 

  • Wrote and issued permits to Significant Industrial Users (SIU’s) subject to Clean Water Act Pretreatment Regulations, and insured compliance therewith through evaluation of data, inspections and special investigations, and enforcement actions (ie, NOV’s, legal action)
  • Developed permitting program for discharges of groundwater remediated at petroleum UST sites
  • Developed, and spearheaded implementation of:
    1. improved format for SIU permits that provided flexibility and functionality
    2. Record of Decision (ROD) system to enable implementation of minor modifications to or interpretation of Enforcement Response Guide

Unpaid Consultant for Eldorado Chemical Company

 

  • Conducted literature research on the use of photocatalyst-assisted ultraviolet (UV) light to treat toxic organic-contaminated wastewater

  • Tested solar-assisted, parabolic-trough UV apparatus in 1992

 

 

1988-89

Consultant for Eldorado Chemical Company

 

  • Developed preliminary-stage treatment process for hazardous wastewater using organo-clays and quaternary amine surfactants in flocculation process to remove toxic organic compounds

 

 

1986-87

Intern at Alamo Area Council of Governments (AACOG)

 

  • Developed Risk Assessment Model for Hazardous Materials (HAZMAT) transportation. Model integrated probability formulae, from Federal Highway Administration, with adaptation of EPA’s Site Ranking Methodology [fore-runner of Hazard Ranking System (HRS)]
  • Coordinated and organized several-high-level meetings and related activities for AACOG’s HAZMAT Steering Committee
